Delaware homeowners, businesses, and nonprofits now have a new way to get more value out of their solar investment. This month, the Delaware Department of Natural Resources and Environmental Control (DNREC) opened applications for the Solar + Storage Pilot Program, a new addition to the Green Energy Program (GEP) that offers rebates for pairing battery energy storage systems with solar installations.

The launch is part of Delaware SHINES, Governor Meyer’s broader push to expand solar and storage access statewide. As Governor Meyer’s press release aptly states, the initiative “puts the power, literally and financially, back in the hands of Delaware families.” DNREC Secretary Patterson added that the program “turns rooftops and home batteries into a source of savings” for Delaware residents and businesses alike.

What the Program Offers

The Solar + Storage Pilot Program provides rebates to residential, commercial, and nonprofit applicants who install battery storage alongside a solar system – whether as part of a new installation or as an addition to an existing, verified solar system. Incentives are calculated per kilowatt-hour (kWh) of battery capacity, with grant caps that vary by applicant type:

  • Residential: $250/kWh, up to $6,000
  • Commercial: $200/kWh, up to $30,000
  • Certified Diverse Business: $225/kWh, up to $35,000
  • Nonprofit: $250/kWh, up to $40,000

No grant may exceed 50% of the total eligible storage cost, and there is no cap on system size.

Who Can Apply

To qualify for a Solar + Storage Pilot Program rebate, applicants must meet the existing eligibility guidelines for solar applications under the Green Energy Program, along with a few program-specific requirements:

  • Be a Delmarva Power & Light customer.
  • Own the battery system and install it permanently behind the meter at the service address.
  • Have received final interconnection approval from Delmarva Power within one year of applying.
  • For existing solar systems, have received interconnection approval and Green Energy Program solar rebate approval within the past 12 months.
  • Install equipment backed by at least a 10-year manufacturer warranty that maintains greater than 75% of rated capacity over that period.
  • Enroll the battery system in Delmarva Power’s Active Dispatch program for 10 years and support islanding capability during outages.

How to Apply

Applications are submitted through the Green Grant Delaware portal. Applicants can apply for a combined new solar-plus-storage installation, or add storage to a solar system that has already been approved for a GEP rebate. As with all GEP solar applications, applicants will need to complete an approved energy audit, work with an approved renewable energy contractor, and register as required through the program.
