Low to Moderate Income Program Management
InClime is dedicated to bringing renewable energy and energy efficiency to low- and moderate-income households. InClime administers programs dedicated to this customer demographic as well as programs which require a certain percentage of the participants are low- or moderate-income customers. In both cases, InClime builds outreach capacity to reach these customers, and uses a variety of methods to verify the integrity of the program by ensuring customer eligibility.
Programs
InClime runs the Delaware Green Grant Program on behalf of the Delaware Department of Natural Resources and Environmental Control (DNREC). This statewide program provides grants for solar photovoltaic, solar hot water, wind, and geothermal systems in Delaware for residential, non-residential, and non-profit applicants. InClime took over what was previously a paper and mail based program, creating a custom version of the InClime portal that handles the entire program, from accepting applications to providing customer service and reviewing all submitted applications. This program has been very successful, with the number of applicants doubling each year that InClime has been running the program, despite two significant reductions in grant levels. Stakeholders both in the renewable industry and with DNREC have complimented ease of use, increase in transparency, and improvement in speed of response of the new system. InClime launched and runs the Delaware Solar Loan Program on behalf of the Delaware Sustainable Energy Utility. This program provides low interest loans for up to 100% of the total eligible project cost to customers located in Delaware. The program was designed to complement the existing Delaware SREC Procurement program the InClime also runs, providing a streamlined and simple loan process devoted solely to solar loans. InClime handles all aspects of this program, initiating, underwriting, and servicing the loans as well as providing marketing, training, and customer service to contractors and customers.
The New Mexico Community Solar Program is a state-administered program created to facilitate the development of Community Solar projects with a focus on low-income customers’ participation.
The goal of the New Mexico Community Solar Program is to expand access to solar energy for customers who cannot or choose not to invest in a rooftop solar system. This includes homeowners, renters, community-based organizations, and low-income customers.
Customers may subscribe to a share of a community solar project built in their utility territory. In return, they receive credits on their monthly utility bill for the electricity produced from their portion of the community solar project.
InClime is the Program Administrator and manages the program on behalf of the New Mexico PRC (Public Regulation Commission).

InClime developed the application portal and handles income verification services for the New York Energy Affordability Guarantee (EAG) Pilot Program. Through the portal, InClime reviews participant applications and provides customer service to the participants while also working with the NY utilities to receive participant electricity usage data through secure systems. The EAG Program provides bill payment assistance to income-eligible households who have electrified their home heating and hot water systems through NYSERDA’s EmPower+ program. The program ensures that participants pay no more than 6% of their annual household income toward electricity costs. This is a pilot program and funding for the multi-year pilot is provided through a $50 million appropriation in NY’s Fiscal Year 2025 State Budget.
